This seminar provides the training required personnel with a minimum two years of experience with asphalt paving operations to become approved to perform the Field Quality Control Supervisor (FQCS) function required under ODOT specifications or to acquire re-approval after five years since the previous training. Individuals applying for the first-time as an FQCS must submit detailed project experience to receive approval. Refer to the example spreadsheet below for more information. This session will include training on paving fundamentals and best practices as well as Porous Asphalt Pavement construction to receive an endorsement to construct Porous Asphalt Pavement.

The period for submitting on-line applications will be open from Monday, November 24, 2025 through Tuesday, January 20, 2026. Undergraduate and graduate civil engineering and construction management students at participating Ohio universities are eligible to apply with qualifying coursework in asphalt pavement technology.

Flexible Pavements of Ohio (FPO) is accepting nominations for the 2024 Quality Asphalt Paving Awards, the Ecological Award, and the Master Craftsman Award.

Nominations for the Quality Asphalt Paving Awards are being accepted for work performed during the 2024 construction season. Quality Asphalt Paving Award nominations are being accepted for Ohio Department of Transportation/Ohio Turnpike Projects, Local Roads or Streets, Commercial Parking Facilities, Special Use Pavements and Airport Pavements.

The Ecological Award was established to recognize asphalt production facilities that best demonstrate safe and responsible environmental practices. Facilities will be judged on design layout, clean operation, maintenance performance practice, and community awareness activities.

The Master Craftsman Award recognizes contractors whose work has stood the test of time. The winner of this award will be acknowledged for a commitment to quality workmanship, exhibited by exemplary pavement performance. The award recipient will be selected from pavements with an existing surface course having given acceptable service for 15-years or more and continues to provide exceptional service.

The period for submitting on-line applications will be open from Wednesday, December 1, 2021 through Monday, January 31, 2022. Undergraduate and graduate civil engineering and construction management students at participating Ohio universities are eligible to apply with qualifying coursework in asphalt pavement technology.

2020 Quality Asphalt Paving Awards

Flexible Pavements of Ohio’s (FPO) Quality Asphalt Paving Awards recognizes asphalt paving contractors and project owners for their appreciation of the value and performance of quality asphalt pavement construction.

FPO recognized 64 projects completed during the 2020 construction season. These projects represented a diverse spectrum of pavement uses from high volume interstates to low volume local roads, parking lots and airport runways. In addition, one company received the Ecological Award for demonstrating a commitment to environmentally responsible practices and clean operations at an asphalt production facility.

The course covers all aspects of asphalt plant operations from yard and plant operations, truck load outs, laboratory testing and documentation, plant monitor reports, and more. The class will consist of videos, recorded presentations and lectures. This new training opportunity is an extension of FPO’s strategic plan to ensure quality control technicians and monitors alike have a working knowledge of quality asphalt production.

Who Should Participate? Government agency engineering and public works professionals tasked with Asphalt Plant Monitoring. Engineering consultants tasked with local and commercial transportation construction management and Plant Monitoring. Asphalt construction contractors and producers.

Professional Development Hours: A maximum of 6 Professional Development Hours will be awarded for completion of the Seminar. Only paid registrants will qualify for Professional Development Hours based on the number of sessions in which an attendee participated.

Flexible Pavements of Ohio (FPO) is now accepting nominations for the 2019 Quality Asphalt Paving Awards, the Ecological Award, and the Master Craftsman Award.

Nominations for the Quality Asphalt Paving Awards are being accepted for work performed during the 2019 construction season. Quality Asphalt Paving Award nominations are being accepted for Ohio Department of Transportation/Ohio Turnpike Projects, Local Roads or Streets, Commercial Parking Facilities, Special Use Pavements and Airport Pavements.

The FPO Ecological Award was established to recognize asphalt production facilities that best demonstrate safe and responsible environmental practices. Facilities will be judged on design layout, clean operation, maintenance performance practice, and community awareness activities.

Density and Durability

Density is an important factor in making asphalt pavements more durable. This video presents several keys to achieving proper asphalt pavement density, as well as new technologies that are moving the industry forward.

Long-Life Pavements

Long-Life Pavements, traditionally referred to as Perpetual Pavements, are multi-layer designs built from the bottom up, with each layer engineered to maximize pavement life. With this approach, asphalt roads can be built with a structure that lasts many decades with only routine surface renewal and maintenance required, making it an ideal choice.

These projects represented a diverse spectrum of pavement uses from high volume interstates to low volume local roads, parking lots and airport runways. In addition, two projects were recognized with the Master Craftsman Award for pavements which have been is service for more than 15 years with minimal maintenance.

The Asphalt Expo is Ohio’s premiere asphalt pavement event with multiple concurrent educational sessions and an indoor and outdoor trade show and exhibition. Organized by Flexible Pavements of Ohio (FPO), the Ohio Asphalt Expo provides pavement owners, public works professionals, contractors and pavement designers with information on state-of-the art industry practices and technologies to ensure successful, long-lasting asphalt pavements.

The educational presentations at the Ohio Asphalt Expo are provided by speakers who are highly accomplished in their fields of expertise and are recognized as knowledgeable industry leaders. FPO is currently seeking presentation proposals for the 2018 Ohio Asphalt Expo scheduled for March 20-21, 2018 in Columbus, Ohio. Presentations may be submitted for one of three thematic tracks: Asphalt Plant Operations, Asphalt Paving Operations & Equipment, and Regulatory & Governmental Policy. All presentations should logically fit within one of the Expo themes, be topical in nature, and not be direct marketing for a specific company, product or service.

Flexible Pavements of Ohio’s Field Operations and Technical Committees collaborated on the development of two guidance documents on construction best practices. These documents, “Longitudinal Joint Construction Best Practices” and “Best Practices for Ensuring Uniform Mat Texture,” outline best practices to build better performing cold longitudinal joints and to produce mats with uniform surface texture, free from segregation.

The best practices documents are intentionally, brief, one-page, bullet point guides to serve as a handy, first reference for focusing the attention of paving crews to improving longitudinal joints and producing uniform texture mats. Additionally, each document lists references where in-depth guidance may be obtained.

404LVT (Low Volume Traffic) Revised Specification Now Available

The asphalt industry has revised the specification for 404LVT (Low Volume Traffic) as part of a continuous effort to improve the performance of Ohio's asphalt pavements. 404LVT was developed for use in low volume traffic applications as an alternative to chip sealing and microsurfacing to provide longer service life between treatments, better economy, and motorist satisfaction. It is a 1-inch thick asphalt overlay that corrects minor surface distresses, provides increase to pavement strength, enhances ride comfort, and improves road profile and driver safety.

404LVT has been designed to be rich in asphalt binder, fine-textured, and requires a minimum of 50 percent of the virgin fine aggregate to be natural sand to facilitate mix density, flexibility, and resilience. The revised specification includes higher asphalt binder contents for both gravel and limestone mixture formulations; adjusted minimum virgin binder contents; a 20 percent maximum incorporation of Reclaimed Asphalt Pavement; incorporation of binder type PG58-28; and a binder adjustment when aggregate absorption is four percent or greater.

Named the “Asphalt Contractors List,” this directory is as a tool for pavement owners, designers and general contractors to find quality asphalt paving companies in the state of Ohio.

The Asphalt Contractors List displays all FPO member contractors in the state and allows users to easily search for asphalt paving contractors by city or zip code. Each entry in the Pavers List contains contact information for each company as well as a listing of Quality Asphalt Paving Awards received in the previous five year period as an indicator of quality performance.

Flexible Pavements of Ohio recently recognized excellence in asphalt construction by presenting the prestigious Quality Asphalt Paving Awards for work performed during the 2013 calendar year. The paving contractors and project owners received their awards on Wednesday, March 25, at a ceremony during the 2014 Ohio Asphalt Expo in Columbus.

Forty-six projects were recognized in 2013 as representing the highest quality in asphalt paving. These projects represent a diverse spectrum of pavement types from Ohio’s interstate system with some of the highest traffic volumes in the nation, to low volume rural roadways, to airport runways, and commercial facilities.

The International Conference on Perpetual Pavement 2014 (ICPP 2014) has been scheduled for October 30-31, 2014, at the Hilton Columbus/Polaris in Columbus, Ohio. The previous International Conferences on Perpetual Pavement in 2006 and 2009 brought together over 250 experts from more than a dozen foreign countries and from at least 33 states, including representatives from 19 state departments of transportation. This conference will review progress in the research and implementation of perpetual pavements, including the design concept, modeling, and performance since the previous conference in 2009.

The conference Technical Committee has issued a call for abstracts for the upcoming ICPP 2014. Abstracts should be 500 words maximum and include the title of the paper, authors’ names and affiliations, and contact information for the corresponding author. Updates to the Ohio Department of Transportation's 2013 Construction & Materials Specifications

The Ohio Department of Transportation (ODOT) has approved updates for Supplemental Specification 800 for the 2013 Construction and Materials Specifications and Supplement 1055 that covers density testing under Item 448.

Both of these updated specifications are dated April 19, 2013 and will be posted to the ODOT webpage as of that date. Advance copies of these updates can be found on the FPO webpage by selecting the following links- Supplemental Specification 800 and Supplement 1055.

Of particular interest to the asphalt pavement community are the revisions of 702.01 in SS 800 that relate to asphalt binders. The new specification will allow Ground Tire Rubber (GTR) modified asphalt binder and Elvaloy™ modified binders as an alternate to polymer modified binders.

Supplement 1055 is revised to require the establishment of the target density during the first 4 hours of production and to emphasize the requirement to take action to obtain the required minimum density.

The new software, called LCCAExpress, uses the principles recommended by the Federal Highway Administration (FHWA) to compare the economics of alternative designs for a given road project. LCCAExpress is a simplified version of the APA’s original LCCA software. Geared to less-complex projects, it’s quick, easy to use, and unbiased. “The new software is designed for counties, cities and consultants. It is a very robust software and not daunting for the user,” said Jill Thomas of the Minnesota Asphalt Pavement Association, co-chair of the APA’s Economics Team. She continued, “There are three major points that engineers doing LCCA analysis should consider. First, it’s important to use a real discount rate. Despite some claims, the discount rate cannot be a negative number. Second, historical information based on local data should be used, not hypothetical data. Third, when doing the analysis, all the costs should be considered, including delays to the traveling public. LCCAExpress does all this in a very user-friendly way.”

“Engineers can also go to AsphaltRoads.org to find the APA’s original LCCA software,” commented Carlos Rosenberger of the Asphalt Institute, who co-chairs the Economics Team along with Thomas. “LCCA Original calculates the net present value of different pavement alternatives using either deterministic or probabilistic analysis. It is designed for more complex projects. Like LCCAExpress, LCCA Original uses the principles recommended by FHWA. It’s unbiased and reliable.”

A new flyer from the APA on LCCAExpress introduces the software and helps counter claims from the concrete industry that asphalt pavements are more costly to build and maintain. Like the software, the flyer can be downloaded free from www.AsphaltRoads.org. The Web site also has a wealth of additional resources on topics including Perpetual Pavements, policy considerations, and environmental sustainability.

Andrew Gall joins the Flexible Pavements of Ohio staff on December 14, 2009 as Director of Customer Relations

Joining the Flexible Pavements of Ohio (FPO) staff as Director of Customer Relations on December 14, much of Andrew Gall’s responsibilities will involve advocacy and outreach efforts to industry customers, federal and state policy makers, affiliated trade associations and the construction industry at large.

“Andrew’s institutional knowledge of the industry and our customer base will prove a great asset to the association and its mission of promoting the use of asphalt pavement,” FPO’s President and Executive Director Cliff Ursich said. “He will be a valued addition to the FPO team.”

Gall brings to the position both public- and private-sector experience. He spent more than 12 years working for the Ohio Department of Transportation (ODOT) in various capacities on the department’s senior staff, most recently as the departmental chief of staff. In addition to his public service, Gall has held positions with two civil engineering firms in Ohio, where he was responsible for a variety of corporate administrative, marketing and business development tasks.

As ODOT chief of staff, he was responsible for policy development and implementation, statewide media and public relations as well as working with members of the legislature and other state agencies. He managed the ODOT’s State Infrastructure Bank, which provided more than $300 million in construction loans dedicated to local transportation infrastructure. He served as the agency liaison on cabinet level committees, including Gov. Bob Taft’s Jobs Cabinet, the Bicentennial Commission and the State of Ohio Security Task Force. In 2003, he received a gubernatorial appointment to the State Highway, Bridge and Overpass Vandal Fence Task Force.

Most recently, Gall served as the regional director of Business Development for a civil engineering firm, Quality Control Inspection Inc. He was responsible for the development and implementation of a regional marketing program as well as serving as a corporate resource on the administrative procedures of state and federal construction programs.

“I believe my experience in the transportation industry combined with my public sector service will allow me to advance the mission of FPO in promoting the use of asphalt pavement.” Gall said. “I look forward to getting to work.”

Representing the interests of the FPO membership to the construction industry, asphalt consumers and state and local government will be Gall’s primary focus. He will be tasked with conveying FPO’s message and fostering an industry friendly regulatory environment while working to ensuring a stable, adequately funded roadway construction program in the state of Ohio.

“I am excited to represent our membership and continue the work of the association in creating a culture where asphalt pavement is the first choice in roadway construction and maintenance.” Gall said.

Gall, his wife and twin sons reside in Columbus. He is a graduate of The Ohio State University and a veteran of the United States Marine Corps.

APA REFUTES CLAIMS FROM CONCRETE INDUSTRY ON COSTS OF PAVING PROJECTS

Lanham, MD – The Asphalt Pavement Alliance (APA) today refuted claims by the concrete industry that the cost of asphalt pavements has risen to match the cost of concrete.

Speaking on behalf of the National Asphalt Pavement Association, asphalt producer/contractor Larry Lemon said, “Asphalt pavement is the buy of the year. There are a couple of reasons for this. For one, with the economy causing a slowdown in construction activity, competition is fierce. Also, the price of asphalt cement is lower than it was last year. What it adds up to is that owners and roadbuilding agencies are getting a great price.” Lemon is the Chairmanelect of NAPA’s Board of Directors and is slated to take office in January. He is Chairman of Haskell Lemon Construction Co. in Oklahoma.

Concurring with Lemon was Asphalt Institute President Pete Grass, P.E. In a recent address at the International Conference on Perpetual Pavements, Grass said, “I’m bullish on asphalt.” He reported on research showing that the U.S. demand for asphalt is the lowest in nearly 30 years. “There has never been a better time for an agency/owner to invest in their infrastructure project by any means available,” he commented.

Examples from around the country illustrate the costeffectiveness of

asphalt pavements:

In Kentucky, 10 pavement projects were submitted for contracting on the alternate bid system in 2008 and 2009. The lowest bids for 9 of the 10 were asphalt.
In Virginia, the price for asphalt cement is less than half of what it was in 2008. Prices for asphalt pavement material are down as well. (Asphalt cement is roughly 5 percent by weight of the pavement material, with the remaining 95 percent being made up of stones, sand, and gravel.)
In Alabama, asphalt pavement construction is priced at 2007 levels. Reflecting the competitive nature of the marketplace, almost all contracts that the DOT has awarded for work on state highways in 2009 have been below the engineers’ estimates.
In Minnesota, 10 sizeable pavement projects have been alternate design bid in the construction seasons of 2007, 2008, and 2009. Some were for the DOT and others were for large commercial customers. The lowest bid on all 10 projects was for the asphalt pavement.

Lemon concluded, “Asphalt isn’t just the best material for roads and highways, it’s the most costeffective. All the state DOT engineers across the country should be aware that their dollar will go at least 30 percent farther in 2009 than it would have last year. Now is the time for America to renew our roads and highways by milling the surface for recycling, and then placing a new asphalt overlay. The traveling public will be getting a new road that is smooth, durable, safe and quiet. And the road agencies will be getting their best value.”

Sometimes, even when you win, you lose.

Because of the volatility of the construction materials market, the Ohio Department of

Transportation, ODOT, chose to experiment with alternate bids for pavement type on

some major projects. On these projects, contractors were required to submit bids for both

the asphalt and concrete pavement alternative designs. This is different than in the past,

when ODOT sometimes solicited “optional” bids; that is, contractors could submit a bid

for either the asphalt or concrete at their option. These projects also did not include

ODOT’s customary asphalt price adjustment provision.

One of these alternate bid contracts was the Lake County, SR 2 – 3.32 project bid January

28, 2009. The bidding results on this project were the subject of an article in the

Cleveland Plain Dealer on April 25, 2009 that was widely noted by national news

services.

On the Lake SR 2 project the low asphalt pavement bid was $27, 018,532.14.

The low concrete pavement bid was $27, 449,512.39.

These amounts include all the bid items of work that differed because of the pavement

type and are based on an analysis of all of the bids received for the project.

But, even though there was an asphalt pavement bid that was $430,000 less, the project

was awarded to the contractor with the concrete alternate; because his total project bid

was lower overall. Even with the alternate bid items, ODOT is still obligated to take the

lowest total project bid. In other words, the successful bidder was determined by lower

prices for work other than the pavement.

So, even with the recent volatility in petroleum and asphalt commodity prices, asphalt

pavement remains an economical choice. When you consider the long life and low cost

of maintenance of a deep asphalt base pavement, the choice looks even better.

The article titled, _No Work Zone: asphalt shortage *_ is a bit mystifying. Apparently, the

article was written months ago when the price of anything related to crude oil reached new

heights. Perhaps things are different in Seattle where this article has its origination. In Ohio

there's no asphalt shortage and prices have been dropping since their high in August. The

reason? Crude oil, as you have reported, has fallen to March '07 prices. The asphalt industry is

not complacent. We understand the volatility of asphalt's raw materials. To that end the industry

has engaged recycling in a big way. In Ohio we annually recycle over 3 million tons of old

asphalt taken from roads and parking lots. That's enough asphalt to pave a twolane road from

Columbus to Los Angeles. Recycling asphalt creates huge raw material savings and dollars to

agencies like ODOT, Franklin County, and the City of Columbus. Our conservation efforts do

not end there. The asphalt industry is exploring new technology called Warm Mix Asphalt. It's

a "green" technology that reduces energy needs and provides other environmental benefits. As

well, many asphalt companies are using alternate fuel sources such as recycled used oil.

The article speaks of the possibility for road maintenance program delays. If road maintenance

programs are delayed it won't be asphalt's fault. At the root of delayed maintenance is

insufficient funding. By all measures funding for needed road improvements has fallen woefully

short yet the demands on Ohio's roadways have been growing. As a result, many Ohioans will

have to wait for their road to get a fresh coat of smooth asphalt. The dollars simply are not

there. Your readers can do something about this. 2009 is a critical year. Legislators in

Washington will be crafting our Nation's future transportation system and its price tag. Dispatch

readers may wonder if there's a connection between their street being paved and what happens in

D.C. You bet! Your readers can make a difference by contacting their representatives and

senators and expressing their desire for better roads and better funding. Having better roads is

key to moving goods, getting our economy rolling and creating prosperity for everyone.

Pavement of the Future will increase Motorist Convenience, Cut Costs

(Canton, Ohio) State and national industry leaders claim a new type of pavement currently under construction on a stretch of I-77 will eliminate construction-related traffic jams and save tax dollars in the future. Engineers and road construction industry officials from around the state and nation gathered at an open house event in Canton today to learn more about Ohio’s first Perpetual Pavement.

“Perpetual Pavement is going to change the way we build roads in Ohio,” said Fred Frecker, president and executive director of Flexible Pavements of Ohio. “The type of congestion you see on I-77 as they replace the worn out pavement will not be repeated. Transportation Departments won’t have to dig up and replace a Perpetual Pavement because it won’t wear out. This means a curtailment of construction-site traffic jams and eventually big savings in the long run.”

The event, sponsored by the Ohio Department of Transportation, the Federal Highway Administration, Flexible Pavements of Ohio, the Asphalt Paving Alliance, Northstar Asphalt, and the Ruhlin Company featured educational sessions and a tour of the construction site, which stretches from Portage Street (exit 111) north to the Akron/Canton Airport (exit 113). Work on the northbound lanes will continue through the end of this construction season. Work will begin in the spring on the southbound lanes.

This project is the first Perpetual Pavement built in Ohio, one of only a few around the country. The Ohio Department of Transportation agreed to build the new pavement as a demonstration project as it considers Perpetual Pavement’s merits for future projects. Many industry experts believe it will soon appear on roads all over Ohio.

“It doesn’t make sense to keep building roads that we know are going to wear out,” said Roger Sandburg of the Asphalt Pavement Alliance, a national trade group. “In the past the construction industry has designed roads to handle a certain amount of distress before wearing out. This pavement is designed never to exceed that critical level of distress, and therefore to never wear out. This is a pavement that with minimal maintenance is going to last a lifetime.”

The pavement is constructed in 3 layers, designed to force distress to the surface where it can be quickly and easily maintained. Maintenance involves a process of grinding off the surface layer, recycling the removed material, and replacing it with a fresh layer of asphalt. This work can be done without inconveniencing motorists by doing it when roads are used the least, including night hours, leaving all lanes ready for traffic by rush hour. The cost for this periodic maintenance pales in comparison to the cost of completely removing and rebuilding a road, which is necessary when distress reaches the base of the pavement.

Despite a tight job market in many industries, vocations involving math and science skills continue to experience a shortage of qualified applicants. The asphalt construction field is no exception. The association and its members hope to positively affect this trend through activities designed to attract young engineers to the field and enhance the quality of their education.

FPO members sponsor scholarships for students taking courses in asphalt-related topics at colleges across the state.

Engineering students from many Ohio colleges compete in the association's mix-design competition where they apply classroom lessons to real life applications.

FPO staff work with engineering faculty across the state to ensure curriculum reflects the industry's needs.

Many of the students who participate in these programs and courses are hired as interns and later full-time employees by FPO members.

Students and contractors involved in these efforts at a school or municipality near you could be identified to localize the story.

The Asphalt Pavment Alliance (APA) is honoring the Ohio Department of Transportation, District 2, with a 2004 Perpetual Pavement Award. A section of S.R. 25 in Wood County is being recognized for 67 years of service with only periodic overlays placed at an average interval of 15 years. The Award will be be presented at a ceremony at the National Center for Asphalt Technology (NCAT), May 18, 2005. The award will be presented by Jack Lattiere, Jr., President of the American Association of State Highway and Transportation Officials. The Perpetual Pavement Awards were created by the APA to highlight asphalt pavement's long-life attributes at a national level.
