Develops long range and annual goals for technical changes, quality improvements, specification update and more efficient production procedures. Reviews and evaluates current research developments, reviews pavement design criteria and proposed specification changes. Informs and provides direction to FPO members and the highway engineering community concerning new developments in the industry and promotes the continuing education and proper training of those people directly involved with product production.
